I see a broken sprinkler, fence, etc that belongs to the community. How can we get it fixed?

What is the property management company for? How is it different from the HOA?
Our HOA employs a property management company, currently called CIMS. This organization operationalizes the directives of the HOA board, coordinating community repairs and maintenance, getting bids on services, collecting dues, etc.

What is the HOA? What is the board? When do you meet? How can I get involved?
The HOA Board is made up of five elected volunteer community homeowners. Their objective is to operate the community as a business, in managing operations and financials related to landscaping, trees, lighting, security, pool maintainance, etc.
Our HOA employs a property management company, currently called CIMS. This organization operationalizes the directives of the HOA board, coordinating community repairs and maintenance, getting bids on services, etc.
Anyone can volunteer to help the board and even develop a sub-committee around a particular initative, and anyone can run for election with the board. That process begins annually in February. In some instances, i.e. if a board member relenquishes their position, the board will appoint an interim board member to help support the need.
The board hosts a meeting at our community clubhouse every month. The first 30 mins are open for homeowner questions and discussion, then following, it's closed to conclude the business portion of the meeting.
When do I need to submit an architectural application vs when do I not?
Generally, you must submit an architectural appliation when you are making any exterior change to your home. It's important for the elected HOA board to review changes to make sure they are consistent with the regulations of our planned development, and adhering to community guidelines, so we are all happy about how our community looks and feels.
The process for submitting an architectural application is as follows:

Complete the application, which requires:
Application form (provided by managament company)
Name
Address
Contractor License - to validate they are licensed
Contractor Insurance - to validate they are insured
Quote from Contractor - to understand scope of work
Design Plans - sketch, drawing, schematics and measurements
Reasoning for change
Send the form back to the management company
The board of directors for the HOA will review the application prior to the next board meeting, and will deliver a response. Board meetings happen every month on the second Monday.

What is common space vs my personal owned space?
As a townhouse owner, you own your particular plot, which is specified in your Preliminary Title Report. The community collectively owns the rest of the common space.
The area in between two garages is co-owned by the homeowners, and is not considered to be common space, however it does still adhere to community regulations in terms of what items can be left in that space.
Can I put solar panels on my roof? What is that process?
Yes! There are houses in the community that have solar, and we have guidelines and agreements for the process. As a general outline, here are the recommended steps to getting solar within our housing community:
Read/review Lincoln Village HOA Solar Policy Rules (adopted 1/11/21).
Gather information and estimate(s)/quote(s) from solar company(ies).(requires past 12 months electric usage record from PG&E)
Obtain contractor's solar system engineered design plan.
Obtain solar system permit (acquired by contractor).
Obtain solar system financing - if applicable.
Notify immediate neighbor(s) of intent to install solar system. Obtain neighbor(s) writen acknowledgment of intent.
Contract with GoGreen Roofing for flashings (roofing in penetrations for supports). Coordinate with solar system contractor and GoGreen.
Obtain homeowner and Lincoln Village HOA named as additional insureds on HO insurance policy. Provide proof sent to Lincoln Village HOA management.
Coordinate with Lincoln Village HOA for notarizartion of idemnity agreement.
Submit Architechtural Application to Lincoln Village HOA for board approval. Include contractor's engineered design plan, contractor's solar system permit, neighbor(s) writen acknowledgment, and proof of naming additional insurds on HO insurance.
Customize idenmnity agreement. Coordinate with a Lincoln Village HOA board member for notarizartion of idemnity agreement. Submit indemnity agreement for recording. Recorded indemnity agreement received (takes awhile).
Installation coordinated & scheduled. Installation completed. Installation inspected, permit finalized. Final solar system permit received. Permission to Operate (PTO) obtained from PG&E. System activated. Final walkthrough with contractor. Loan payments started - if applicable.
Submit request for payment of roof penetration cost allowed per HOA Solar Policy - if applicable. Apply for rebate from contractor - if applicable. Claim credit on Federal income tax - if applicable.
